This issue might be observed if the filter dataset does not return any data. To check this, open filter setting and edit the dataset from there. once the dataset opens, click on preview button and check it is returning data.
If no data display In the preview tab, check table or view you have used in the dataset is available in the selected source or not. sometimes it may occur if table does not return any data. try to run this same query in the database and check whether data is available in the database or not.
